In this week’s Space Café Brazil, Ian Grosner talked with Prof. Dr. Daniel Freire e Almeida and Suyan Cristina Malhadas, direct from the Catholic University of Santos in the city of Santos, São Paulo, Brazil.
Prof. Dr. Daniel Freire e Almeida is Professor of International Law, International Relations, Internet Law, and Space Law at Catholic University of Santos – Masters and PHD Program – International Law – UNISANTOS (2017-current). He is the Coordinator of the Post-graduate Course on Space Law and Policy at Unisantos (Brazil). He is a Senior Fellow at Institute of International Economic Law (IIEL) at Georgetown University in Washington-DC – USA (01.2016). He is a Lawyer specialized in Internet Law, Economic Law, International Law, Space Law, and International Relations. He participated and led international negotiations in over 65 countries. Dr. Freire e Almeida has written and edited several books and published articles in professional journals and scientific magazines in the fields of International Law, International Relations, Economic Law, Space Law and Internet Law (publications in publishers such as Oxford, Springer, Saraiva, Lawinter Editions, Del Rey, Almedina, among others).
Suyan Malhadas is a Brazilian Space Law and Policy researcher. She holds a master’s degree in International Law and a specialist degree in Space Law and Policy (Catholic University of Santos/BR). She is an individual member of the International Institute of Space Law (IISL), the National Coordinator of the Moon Village Association in Brazil, the Director for International Competitions at the Catholic University of Santos’ Space Law and Policies Research Group, and a member of the Global Expert Group for Sustainable Lunar Activities (GEGSLA). Suyan has competed as a team member for the Catholic University of Santos’ first Brazilian Team at the IISL Manfred Lachs Space Law Moot Court Competition, in 2021, and has been the team’s Assistant Advisor in 2022. She is also a member of the Space Law Commissions of the Brazilian Bar Association in Santos and Brasília.
There was a talk about the II International Workshop on Global Governance of Space Resources, in Santos/Brazil, from 25 to 27 of May 2022. The program of this workshop presented: “The legacy of the Hague International Space Resources Governance Working Group” by Tanja Masson-Zwaan, Deputy Director of the International Institute of Air and Space Law at the University of Leiden, Netherlands; President Emerita of the International Institute of Space Law; “Review of the Luxembourg National legislation on Space Resource Activities” by Mahulena Hofmann, Full Professor at the University of Luxembourg; “Reviewing the Commentary on the Building Blocks for the Development of an International Framework on Space Resources Governance” by Dimitra Stefoudi, PhD candidate at the University of Leiden, The Netherlands; and “The Lunar Governance Report of the Space Generation Advisory Council” by Antonino Salmeri, PhD candidate at the University of Luxembourg. These lectures were mediated by Olavo de O. Bittencourt Neto, a professor at the Catholic University of Santos.
In addition, several Brazilian and international students and professionals presented their research in the area of space resources.
Moreover, the show dealt with the conclusion of the I Postgraduate Class in Space Law and Policy in Brazil, also promoted by the Catholic University of Santos. Prof. Dr. Daniel Freire e Almeida was the course coordinator, and Suyan Cristina Malhadas was one of the course students. The legacy of the course for Brazil was highlighted by both, given its differentials: online classes with renowned professors from several countries, a broad and complete view of all space law, international and national, visits to various bodies linked to space activities in Brasília-DF and São José dos Campos-SP, among many others.

There was still talk about the research group in space law at the Catholic University of Santos and the university’s tradition with specific themes in this area. There was also talk about projects linked to the Moon Village Association – MVA, and the Global Expert Group on Sustainable Lunar Activities – GEGSLA, among others.
